Washington is facing a behavioral health crisis, and too many individuals and families are struggling to access the care they need. Joe believes we must continue investing in a behavioral health system that addresses mental health and substance-use disorders, including for people experiencing opioid and fentanyl addiction. Early intervention, treatment, recovery services, and community-based support are critical to helping people get back on their feet and live healthy, productive lives.

Through his work in the Legislature, Joe earned a 2025 Behavioral Health Champion award from NAMI Washington for his work championing legislation supporting student success through self-resiliency skills. He also worked with colleagues to secure funding for behavioral health services across Whatcom County, including $2.35 million to complete the Whatcom 23-Hour Crisis Relief Center in Bellingham and funding to support the Lummi Healing Spirit Treatment Center. By expanding access to crisis stabilization, treatment, and recovery services, Washington can help people get the support they need while reducing strain on emergency rooms, first responders, and the criminal justice system.
